Ahmet Davutoğlu was born on February 26, 1959, in Tashkent, Konya. His mother was Memnune Hanım. His father, Mehmet Bey, was involved in textiles and trade. His mother, Memnune Hanım, died when she was four years old. Following his mother's death, he moved with his father to Fatih, Istanbul. His father soon remarried, this time to Sefure Hanım. Ahmet Davutoğlu quickly accepted his new mother. He completed the first four years of primary school at Hacı Süleyman Bey Primary School in Istanbul, and then finished primary school in Bahçelievler, Istanbul. He completed his secondary education at Istanbul Boys' High School and his higher education at Boğaziçi University in Economics and Political Science. After graduating from university in 1984, he completed his master's degree in Public Administration and his doctorate in Political Science and International Relations, also at Boğaziçi University.

After completing his doctorate, he began working as an assistant professor at the International Islamic University of Malaysia in 1990. He was appointed head of the Political Science department, which he established at the university, and held this position until 1993. Ahmet Davutoğlu, his wife Sare, and their two daughters moved to Malaysia in the early months of 1990, settling in a house in the Chinese neighborhood of Kuala Lumpur. They returned to Turkey in 1995.

He became an associate professor in 1993 and spent the years 1995-1999 as an academic staff member in the Department of International Relations at Marmara University.

Between 1998 and 2002, he served as a visiting lecturer at the War Academy. From 1999 to 2004, he held the title of Professor and served as a member of the Senate and Head of the Department of International Relations at Beykent University. During the same years, he also served as a visiting lecturer in the Department of International Relations at Marmara University.

He became Chief Advisor to the Prime Minister when Abdullah Gül, whom he met in the 1980s, became Prime Minister. He continued in this role after Recep Tayyip Erdoğan, whom he also met during his time as Mayor of Istanbul, became Prime Minister. During that period, he began to play an influential role in foreign relations, acting like a "shadow foreign minister." He played a role in every area, including contacts with the EU, the Cyprus negotiations, and the Iraq war.

He was granted the title of ambassador by a decision published in the Official Gazette on January 18, 2003, by the then President Ahmet Necdet Sezer and the then Prime Minister Abdullah Gül. On May 11, 2009, he became the Minister of Foreign Affairs of the Republic of Turkey through an appointment made from outside the parliament.

Fluent in English, Arabic, and German, Davutoğlu is also an author with numerous academic works.

Ahmet Davutoğlu has been married to gynecologist Dr. Sare Davutoğlu since 1984. They have four children: Sefure, Memnune, Mehmet, and Hacer Büke. His daughter Sefure is married to Ahmet Özokur, the third grandson of Sabri Ülker, the founder of Yıldız Holding. His middle daughter, Memnune, is married to Talha Topçu, the son of Dursun Topçu, the Vice President of the Istanbul Chamber of Commerce.

Following the general elections held on June 12, 2011, he entered the Turkish Grand National Assembly as the AKP Member of Parliament for Konya in the 24th term. He continued his duties as Minister of Foreign Affairs.

Following the election of Recep Tayyip Erdoğan as the 12th President on August 10, 2014, Ahmet Davutoğlu was announced as a candidate by Recep Tayyip Erdoğan on August 21, 2014, for the vacant positions of AK Party chairman and Prime Minister.
